Don't know where blade came from as was with the boat but I ditched the crappy cheek system and had my fabricator make new s/s cheeks with uphaul and downhaul integrated as well as hinged tiller. My kick up rudder is same format as your Hartley unit except that the blade is a full foil, probably the same width as yours but from the pic I'd guess 250mm or so longer. Keep an eye on that seal you used. I use it in number of places on my boat and have replaced it a couple of times too. It hardens with age and in the sun. Maybe next time try Butyl tape, the type glaziers use for glass curtain wall panels on buildings. A little messy but sticks and seals like no tom...

Firstly, if you use 6mm laminations there should be no need to steam bend provided that the bend is not ridiculously severe - just glue the laminations with epoxy and clamp them to your jig/pattern in one hit.
