I dont know the best way to do it but i reckon this trailer would be the easiest! Found these images surfing the web, the guy who built it would have been a pretty serious engineer but I can dream of building something similar (in my dreams..........)

Ive recently been thinking about this too. Not by cutting out the step but using a much larger diameter PVC pipe with a screw cap end to plug it.
