Following your original advice of bolted buckets a variation on the theme with rudder/washboard stowage in between. Window cleaning buckets and alum angle all sourced from Bunnings. (no I don't have shares and yes I have too much time on my hands) - rudder has a wheel on chock fitted into tiller slo...
